Transfer Report

A Transfer Report documents assets that were moved from one classification, location, fund, department, or responsibility area to another during a reporting period. A transfer does not usually mean the asset was purchased or disposed of. Instead, it reflects a change in how the asset is assigned or categorized.

Common transfer types include:

  • Department transfers (e.g., a vehicle moved from Public Works to Parks)
  • Fund transfers (e.g., assets reassigned between governmental funds)
  • Location transfers (e.g., equipment moved to another facility)
  • Asset class reclassifications (e.g., moving an item from CIP to Buildings)
  • Responsibility or custodian changes

The report is useful for:

  • Tracking ownership or custody changes
  • Supporting audit trails
  • Reconciling interdepartmental asset movements
  • Verifying reclassifications
  • Reviewing fund accounting impacts

In relation to other reports:
  • Schedule of Changes in Assets → summarized changes in balances
  • Transaction Register → all detailed asset transactions
  • Transfer Report → specifically focuses on asset movement/reclassification activity

In government accounting, transfer reports are especially important because assets may need to follow:
  • fund ownership rules,
  • grant restrictions,
  • departmental accountability,
  • and GASB reporting requirements.
