Issue
A customer with a metered billing service does not have a meter tied to it.
If a customer has a metered billing service, the customer should also have an active meter tied to it. If a meter is not tied to the metered billing service, the metered billing service does not have a meter read to calculate a billed amount.
Add a meter to the metered billing service.
If a meter is tied to the metered billing service, and the metered billing service is active make sure the meter is active.
